Edison Safe Routes to School: MANGo Phase II

The Edison Language Academy Safe Routes to School Project is an exciting step towards implementing the Michigan Avenue Neighborhood Greenway (MANGo) long term vision. The goals of the greenway improvements will aid students in walking and biking to and from the Edison Language Academy and improve the safety, comfort and accessibility of bicycling within the Pico neighborhood.

The project starts along 30th Street at Ocean Park Boulevard and connects west to Michigan Avenue through neighborhood streets. This project is consistent with MANGo’s four community goals:

1. Manage Traffic Speeds
2. Encourage Neighborhood Walking, biking and mobility
3. Create safe community space for all ages
4. Enhance greening and sustainable features.

The concepts found below provide a summary of existing conditions and design ideas for the five intersection improvement areas:

  1. Pico Boulevard & 30th Street
  2. Stewart Street & Kansas Avenue
  3. Kansas Avenue & 27th Street
  4. Kansas Avenue Mid-Block
  5. Delaware Avenue & 22nd Street

Pico Neighborhood issue Concerning Residents:

Whole Foods Development Project proposes an exit for delivery trucks on to Kansas Ave.

At the August PNA Board meeting, at the Boards request the City of Santa Monica Department of Planning and Community Development gave a brief presentation on the Whole Foods development project. The Director of the Planning Department David Martin explained the approval process of “by right” development which includes a developer building within the Zoning codes and AA (administrative approval) permit.

There was a discussion on next steps which include the following:

Representatives from the PNA Board meets with the developer to discuss alternatives for the exit of delivery trucks.
Send a letter to City officials to request a meeting to discuss alternatives for the exit of delivery trucks.
Representatives from the PNA Board meets with City Officials to discuss alternatives to the Whole Foods exit proposal and ways to protect residents from the encroachment of commercial development
The concerns are the following:

Edison Elementary is on Kansas Ave., which is used as a drop off for parents. The street is already congested and adding trucks will only make it worse.
Kansas Ave. is a narrow street where cars have to take turns in order to drive thru. Adding delivery trucks on to Kansas will create an congestion and inhibit circulation.
Public safety of pedestrians is a major concern. There are many families that live on Kansas and there is fear that the additional congestion caused by trucks will compromise the safety of pedestrians in the area.

The PNA Board will discuss the SMC Bond proposal at our Oct. 13th PNA Board Meeting

There will be a presentation on the SMC Bond that will be on the Nov. 8th ballot. After the presentation the PNA Board will hear from members and residents and engage in a discussion. The PNA Board is expected to take a position on the SMC Bond following the presentation and discussion.

Pico Neighborhood Association Meeting.

Pico Neighborhood Association
Whole Foods Development Project proposes an exit for delivery trucks
on to Kansas Ave. The PNA Board has received numerous emails and
phone calls regarding a proposal by Whole Foods and the City of Santa
Monica to create an exit for delivery trucks on to Kansas Ave. This
project is considered a “By Right” project which means that it falls
within the parameters of the zoning ordinance of the City of Santa
Monica. However, it isn’t clear how the “By Right” definition extends to
creating easements/exits on to a residential street for the use of delivery
trucks.
The concerns are the following:
Edison Elementary is on Kansas Ave., which is used as a drop off
for parents. The street is already congested and adding trucks will
only make it worse.
Kansas Ave. is a narrow street where cars have to take turns in
order to drive thru. Adding delivery trucks on to Kansas will create

congestion caused by trucks will compromise the safety of
pedestrians in the area.
